Can anyone direct me to an online resource comparing NATO assessments of Warsaw Pact strength vs its actual strength during the Cold War, especially the 1980s?

These two RAND studies might help. They were part of a larger Ford Foundation project on 'The Conventional Balance.' The first takes the study from 1945 to 1975, and the second to the mid-1980s.

The best on-going source of 'new' material is probably the Cold War International History Project run by the Woodrow Wilson Center, although it takes some patience in searching the site. Their 'Bulletin' is excellent.

Good luck.
