Is there any company making an armoured truck like this one?

In 25/28mm scale? Your best bet would be to modify a pre war truck with plastic card etc , for other improvised vehicles check out Empress Miniatures SCW range.

Also interesting interwar armored cars at Copplestone Castings. Nothing like this truck though.

I`d suggest trying a fairly simple conversion on a comercial truck, using plastic-card or thin tin doesn`t look too complicated only straight sides.

I made my own.

It's a Lledo Model T I found online (very cheap), then attached plastic sheets for the armor plating. It was very simple. You could do the same with any truck.
