Those are battery powered tea lights under a polyfill smoke efect. They even flicker when they are on.

It's a fake votive candle.

Some places don't let you use real flames (fire code issues), and some people have small kids that would do … interesting things with a burning candle.

Von Ted, You do make me laugh.

Considering they have covered a table with expensive terrain and hundreds of $ worth of tank and other models the tea lights are just the cream on the cake.

No doubt you will now give us a pic of your game played with grey painted empty matchboxes for tanks and twisted up paperclips for men.

In fact we could run a competition for the cheapest FoW game that could be played ???
