This is a period portrait of William Congreve, who seems to wear a type of staff uniform. It resembles an ADC uniform, but with buttons set in pairs and epaulettes on both shoulders.

The painting shows Congreve in the uniform of a Major General of the Hanoverian Artillery Regiment, an honorary rank given to Congreve by the Prince Regent for his invention of rockets.

The Prince Regent was often confused. If he says Congreve invented rockets, who has the nerve to gainsay him?
Not me! I could not take being cut dead in the street by Beau Brummel!

Remember that invented meant first used here. He developed the rockets of his father and Desaguliers with input from captured rockets from India. The first war rockets were Chinese. These were then used by the mongols who captured india (becoming Moghuls) and also most of Asia.

So, Congreve didn't invent "Rockets" but he did invent "Congreve Rockets"…
