Not exactly skirmish rules, but File Leader should suit the numbers requirement nicely.

Any skirmish rule set that has firearms in it will probably work.

True, although you may need to allow for the slow reloading time of a matchlock.

Warhammer ECW?

Warhammer ECW is also not skirmish rules.

I have file leader, and it looks suitable.

Song of Blade and Heroes has a Napoleonic set that would work fine, and I believe they've also used their swashbuckler set for Renaissance. That's a small skirmish game set of about 5-10 models a side.
