I'm planning on converting a figure into an engineering type for a squad I'm assembling. I'm looking for tools and similar gear for a scifi combat engineer, and just can't seem to find anything

Look into snagging 1/48 scale WWII accessory packs?

They're generally quite nicely priced, and come with plentiful tools that actually look right with the proportions of 28mm figures.

Speaking from firsthand experience, Tamiya make excellent sets (both German and US, so take your pick, or grab both and mix-n-match, since they're under $10 USD each, and you'll be stockpiled well into the future).

I've also got some 1/35 scale Dragon tools & such that work, at least once shovels, etc. are cut down in length a bit. I don't know whether they're sold separately or not, however- mine came with a boxed set of Dragon's 1/35 MAUS tank and a small set of German soldiers that have been combined into a single "bonus" kit for a much reduced price (I think I paid $24 USD total?).

Just some thoughts.

much cheaper on Ebay but check out the spanner and mallet they look the part.

You could try a model train shop, I got one a while back, screwdriver, hammer, spanner etc, be careful though these shops have a stack of nice detailing bits.

If you want to go LEGO, these tools are a bit better scaled for 28mm that the ones linked above.

Still a bit big, but could be cut down a bit. They come all together on a single round sprue.

If you have any friends who are into LEGO, they've probably got some of these they'd just give to you.

Try these they were on my favourites ,got orky weapons from them way back and a black ops set for my boys megabloks Halo troopers recently.
There may be some tools in there somewhere.

I'm actually thinking about Reaper's Modern Adventuring Accessories to get what I need.

Probably just the sprue with the box and the fire extinguishers
