I am not sure of the name of this vehicle but they were apparently used against British tanks at Cambrai. The newsreel I saw showed a quick firing gun of around 75-88mm calibre being fired in an anti air mode.

What are they and where can I get one or the parts to make one?

Try Scheltrum Miniatures – I'm pretty sure their Freikorp/ Baltic Post War range includes a truck mounted gun (with stabilisers)…

Reviresco do the British Peerless truck and 13 pdr. equivalent. Not quite 28mm, but biggish 1/72nd.
