Um … Tomorrow's War?

I was under the impression (never played it) that it was for larger scale games.

I'm guessing, by your comment, that it would work well with just a squad or two.. spec ops against insurgents style?

Wait for the new source book for TW. It has exactly what you need in it. TW as it is works fine for smaller squads but the new book is tailored to spec ops.

Future War Commander has an option to play as a skirmish-level game. I've played a lot of games with it and it's actually pretty good.

Lately, however, I've been playing Disposable Heroes: Point Blank (DHPB). I would highly recommend it.

In TW the smallest unit is a fireteam, with a few fireteams making up a squad. TW includes rules for counter-insurgency.

Another vote for Tomorrows War plus they have a an expansion in the works By dagger or talon covering aliens and spec ops, its had a few delays but shouldn't too far off.

Add MERCS to the list. Silly card mechanics and pricey models… but certainly fits the genre/scale.

Infinity.

Individual models/skills really MATTER, and you're usually looking at 10 models per side.

Core rules are free (but get the fan Re-edit from Wargaming Trader), and the campaign rules are only in the Campaign: Paradiso rules.

5150 new beginnings is a good start for SF counter terror stuff… THW in general is great for squad level to platoon stuff (or less).
