Other than OG15, who else makes suitable figures for either side for the '45? I feel a new project is needed!

Matchlock do some. They are available on the Minifigs website (and for some reason have been listed as Minifigs) link

I've never seen the figures so I'm afraid I have no idea what they are like or whether they are compatible with Old Glory.
