You could also go with 15mm or 1/72 scale. Right now the only plastic 28mm would be the AWI British from Perrys. Great figures by way. In a pinch you could probably paint up a set as Continentals, but they are working on those too.

15mm – using Blue Moon, Peter Pig, Essex, Freikorps and Irregular Miniatures

I use M&T without changing the ranges – works fine

Troops based on 15x20mm bases and Officers on 5p pieces

I was thinking of doing it in 1/32 using armies in plastic, all the kings men plastic Indians & Barzso. Unfortunately most of the Barzso figures are OOP

Some Barszo are OOP, some not. But EBAY is your friend.

If you join the OG army plan you will find our 28mm metals very competitive with plastics. Also the Blue moon 15/18mm are very nice figures. We can supply buildings, forts,etc in both scales at reasonable prices and all made here in the USA !!!

Even without the discount you could do Old Glory reasonably. Bag of indians, bag of militia/settlers and a bag of regulars (split it in half and paint half french, half brit). about $100. USD

1/72 figures by IMEX or Italeri will do perfectly.

Yeah I'd go AWI with the Perry stuff if you're just diving in. Old Glory has some great models but you are required to buy too many models in a pack to make it practical for a skirmish game like M&T--at least for infantry.
