So this is basically some kind of gun, on four little sets of tracks, with two gunners standing at the rear.

If you stat it as a vehicle…

Or if it's an infantry unit, you might cost it as a specialist stand (regular: 20) plus the cost of the gun (30) for a total of 50 points.

You could also argue that it is a towed gun, and eliminate the locomotion cost, which IIRC would make it 34 points.

Hmmm… might be a bug in Andy Cowell's Dirtside Vehicle Generator, but when I set the movement type to "none", it says "** Insufficient power plant for this movement type! **" grin
