But really, given the popularity of A-stan in modern 28mm figs, and given the asymmetrical nature of the conflict, civilians are really a must-have. And neither of the above-mentioned retailers make Afghan civilians.

Eureka has a bunch of street vendors which may not yet be on their site. I think they may be for Iraq but then, Baghdad or Kabul, what is the difference?

This might explain your misconception. Minority interest periods often start but don't finish.

'Modern' is a minority wargaming period and always will be because most wargamers don't like refighting wars that people are still suffering in. Some don't do WW1 & WW2 because even they are too recent! (Chirp up, the pre-1066 brigade).

Getting civilian figures of any period is difficult, and it is easy to see why. Firstly, they don't roll big dice, and secondly it makes wargamers uneasy. Most wargamers like games where all the combatants are, in the widest sense, volunteers.

I can think of three different manufacturers in 20mm. It's odd that apparently no one makes them in 28mm.
