Does anyone know where I can get 28/25mm ACW soldiers saluting on foot or on horse back and unfurled Flag bearers?

I have seen them but will have to check my data to remember just which lines. I would start with Dixon and 1st Corps. I think you could make your own unfurled flags? Are you talking about cast flags?

yes a cast figure with an unfurled flag; I have 0 levels in green stuff-fu.

Any reason you don't want to use a paper flag since most ranges make standard bearers without any kind of flag at all?

Well, firstly it would be a nice change of pace because everyone's flag is waving and such. Secondly, not every day is a windy day so it would seem appropriate to have them also. As I said before, I have no aptitude with epoxy and such. 0, and I've tried, with disastrous results… ;)

PS: Just remembered… it's Furled, not unfurled, unfurled is waving… Oops!!!

As for the saluting soldiers, I need a few for some command stands, regimental leaders, dioramas, and such. Especially mounted officers saluting.
