CP Miniatures have a Hitler, but he has an upturned collar that might now work for you.

Reaper makes a zombie hitler which may work if you're looking for a head that's no longer alive.

There is also one in the Superfigs line. Just the head though. It goes in a bubble in some sort of contraption. |
