So, an old and not well maintained fleet.
What would be its usefulness?

As a trip-wire. Suppose they escort a convoy of weapons (kaf-kaf relief supplies) to Syria. Or to Gaza. Now you have to fire on, or ram, a Russian warship in order to stop the convoy. I'd swallow hard.
