The figs are 28mm. Most of the bldgs are Hovels 20mm but I think they fit well for 28mm. Some are odd ball Bldgs collected over the years. The "factory" was made by a MFG that went out of business many years ago. The trains & tracks are American HQ scale. I pick those up when I find them on the "cheap sale" table at my LGS. Shell holes and cobble stone roads are home made.

What do the "poles" on the back of the T-34 represent?

In Black Powder they represent "pin" marker. For each pin marker your units morale drops 1 point. Those poles are actually rifles w/helmets (grave markers) sold by Bolt Action (warlord games) but you can use any thing tyou want to mark a pin.
In the flame thrower pic you will see 4 pin markes the Svoiets rec'd when hit by the flames! OUCH!!!
