For various reasons, I based a mixture of 28mm plastic and metal GW LOTR figures on regular Renaissance Ink bases. What is a good way to reinforce this arguably weak bond? I had thought about using epoxy smeared over base and ankles as a way.

To what extreme and violent behavior are you exposing these figures? Have you actually had problems with the figures coming loose? Hot glue is pretty sturdy stuff, I can't imagine it won't keep a plastic or metal figure stuck to a piece of MDF.

I've had issues with hot glue in the past.
I found it not to be a very good bond.

Hot glue is certainly not as strong as epoxy, superglue, etc., but it is also true i may be paranoid. I just wondered if anyone had thoughts on whether it was worth the bother to try some sort of reinforcing spread.

I use plain ordinary white glue for all my basing. Good amount on the bottom of the figure, place on wood base, let dry. Then white glue spread all over the base top and sand with rocks, let dry. Then paint, dry brush, add flock and grass.

The combination of glue on the figure plus glue on the base gives them a good bond. I've used this for nine Front Rank figures on a 60 X 60 CM base. Front Rank are probably the heaviest figures around.

I've stopped gluing figures to bases altogether. I mix green or sand paint into polyfiller/grout to colour it, plaster the base with that and then insert the figure into the unset filler. Sooth it around and over the figure base – it's a pretty good way of making the figure stick to the base.

I find that hot glue is a better bond typically than super glue. What I do anyway is to mix Durham's wood putty up and stick it around the base to build the base up. This also helps with leveling it out, especially on 28mm figures so the figs don't look like they are standing on rocks.

I used to love using hot glue for basing figures but have found a large proportion of figures separate, say 10% in the first game then 10% per year for a couple of years. It seems to be worse if the figures are exposed to cold temperatures (e.g. 40s or 50s).

I do the same as Pictors stated . Comes out nice after flocking and holds very well. Never had an issue.
