It is on a major road just outside the airport for Kashgar. If it is so secret why was it built so close to an inhabited area that is open to foreigners? The city is in far south west China very close to the "Stans (Kazakhstan, Pakistan, Afghanistan, etc). There is a natural gas pipeline under construction from Kazakhstan to China so passing it near a larger city like Kashgar makes sense. The various storage tans particularly the large one suggests gas.

I was there about three years ago and the city is more middle east then far east. It has long been a trade center and from there routes go south to Afghanistan, Pakistan etc and west. It has about 400,000 and is about 800KMS by air to Kabul but 3500 to Beijing. There are lots of resources nearby and China wants to hold on to this area very much. Security is very tight as it is also a major point for the entry of illegal drugs.
