That must be about the subs that were going to Cuba during the Cuban Missile crises, that the US blockaded, not knowing that the Russians had not only armed each sub with a Nuclear Torpedo, but gave the Captains authorization to fire them if they felt threatened. One sub that was being hounded by the US Blockade fleet had its Captain and the political officer arm their nuclear torpedo and gave authorization to fire it, but was over-ridden by the fleet commander… who just happened to be on the sub in question.

Scary, that it came down to one man on a boat full of frighted Soviet Sailors to prevent a nuclear exchange.
