Not sure what rules are out there for this size game at 28mm where I would like to have as small a scale as possible.

Black Powder?

Any suggestions are welcome.

Regimental Fire and Fury….related to the original classic Fire and Fury. More of an ACW game than Black Powder (which I also like, but for ACW I think Regimental Fire and Fury is better.)

Regimental Fire and Fury are good and amenable to tweaks if there are bits you don't think quite fit. We have made a few adjustments to no detrimental effect – House Rules, don't you just love'em! :o)

Black Powder don't give a Civil War feel to my mind, although they are the ultimate tweaking rules, you can't really get them where you want them to be to my mind.

Rank & File from Crusader handles the ACW nicely. Just tweak the morale dice to D10s to give the tough units more staying power.

Been using Larry Brom's _A Glint of Bayonets_ for
years. Precisely written for Brigade/Division level
in 28mm. Fast play, and if you want to amend them,
go right ahead !

Switch to D10 for morale allows the smaller but better units to survive, as losing a stand is a -1

In all honesty, out of the large amount of games of R and F I've played that is the only necessary tweak.
