Who makes 28mm city terrain?
Skyscrapers, small offices, city blocks, etc…

I saw some at a convention and thought they were great.

WorldWorksGames has everything you need, particularly their SwiftScenic range and Streets of Legends.

Fat Dragon does some as well.

For 1920-1930s stuff, look at The Virtual Armchair General's range of paper terrain. It's sold under the name of "Mean Streets."

Stoetzel's Structures, Microtactix, there's a british source too that does various buildings.

Also check Vampifans' Blog, he regularly reviews paper model buildings of all sorts, including WWG and Stoelel's.

Mean Streets is nice but overpriced, compared to what you get from other publishers. Fat Dragon and WorldWorks is your best bet.
