Don't most of these operations start with the target minding their own business, when some kind of guided ordnance knocks on the door there is a flash of light, lots of heat and a big "game over" sign flashing ?

Yes, Patrick, but you can represent a small team of elite operatives 'painting' the target with portable laser beams and then trying to escape, while militiamen hunt them. I have gamed that scenario once, and it was really exciting (I commanded the team, and lost the game when one of my little lead-made guys was captured 'alive' by the militias!)

Yeah Force on Force.

Campaign hourse rules means using a drone costs way more points and has a PR cost as well. Sometimes putting a team in to paint the target is cheaper in campaign and PR points unless it goes horribly wrong when you can lose both at a quick rate. Of course captured friendly leads into more PR work and opportunities for diplomatic, deal making or further operations.
