Do these higher-level command figures attach to units of their choice or move and fire independently when in play? The rules do not seem to mention how to use these type figures during game play or permit for 20+ figure units. Thanks.

Both. They can act independently or attach themselves to various units including artillery units.

We play that the "senior" leaders can move independently on their choice of their side's cards. Or they can be attached to a unit and move with it.
