A wheel measuring device ?

I don't play FOG but it looks like a template used to measure wheeling/turns for a block of units, or a way to see if a unit can contact a enemy or not. If it is, it might help with the 50 pages or so of rules on the subject.

Well done! It is a wheeling widget for FOG. We discussed the technical drawings on Sunday and decided we'd made a poor selection of widths and moves. So new prototypes a week on Sunday.
