Any suggestions for achieving the faded uniform look for vets in 'Nam, to set them aside from FNGs?

If you're painting larger scale figures where smaller details are visible, even when you fade the uniforms, remember to leave dark green areas under the arms and down the center of the back to represent sweat. Having served in tropical climates, I can tell you first hand, that's realistic. Revell has a very good faded olive drab in their Model Masters range.

Depending on the scale, for 28mm, use a base color of sage green, wash with medium grey, then dry brush with a pale tan, that should do the trick for you.

Have never seen Lifecolor before.

They seem to be for airbrushing: can they be brushed on?

Yes can be brushed or airbushed; quality acrylic colours for modellers
