I love some of the AARs with photos of 28mm soldier scale warships involved in the game. Does anyone know of any sources for model ships that would work with 10mm scale battles?

10mm is not a scale. Figures that size corrspond roughly to 1/150 scale. You might find some shipkits in that scale, or thereabouts.

Or if you don't mind fudging a bit, railroad N scale is 1/160 or 12mm, so you might find something in that size.

While not originally designed for 10mm, I've gotten some interesting results with building my 1:300 scale cardstock ships at 200% and using 10mm figures as crew:

That's an excellent thought! Scalability is, to my mind, one of the biggest plusses of paper models. There are plenty of minusses, of course, but scalability is a HUGE plus.

Heller have a bunch of plastic kits around the 1/150th mark, some of which are even (more or less) your preferred period. Not exactly cheap and they are all full hull so some surgery would be required, but may be some useful stuff there. Given that "10mm" are usually nearer "12"mm the old Airfix HMS Endeavour (also full hull) would also work. If you had "small" 10mm you might get away with the Airfix HMS Victory.

Or you could just do what War Artisan said (easiest and cheapest, overall)!

Wow! Jeff these look awesome! I love your website. I have always wanted to do a game recreating Valcour's Bay. Maybe that will be possible! For some reason I can't download your catalog. Something is buggy with my computer, but I will see if I have better look with my mobile device later.
