Some of the Libyan archers (Chariot Miniatures) in my Libyan Egyptian army have what looks like some kind of crossbelt going over one shoulder, and is segmented like it might be some kind of bead work. Does anyone know what this is and how it would be painted?

I can't find picture of those figures to be sure, but you are probably right and they can be beads or even bronze/brass segments. If beads, they can be made of bone or wood, left unpainted or have combination black, red, blue, white colors. In any case you can probably paint them any way you want since they are (I assume) 15mm belts.
