I am trying to design some scenareos, can anyone recommend a decent program which allows me to draw maps for this purpose?

Photoshop or GIMP. Seriously, if you want flexibility, use a dedicated graphics editing program.

There's also Campaign Cartographer, it's focus lies on fantasy RPG maps but there's no reson why anything else shouldn't be possible.

Battle Chronicler is pretty good and it is free. Takes a little bit of effort to learn

getback, BC looks interesting. Thanks for the link. Do you use it? If so, what are your thoughts on it? If possible, some details would be cool. I may like to try it, however, when you say "takes a little bit of effort to learn" it makes me wonder how "steep" the learning curve is as opposed to its overall "worth" of use.

There's MappingBoard (map.tylermade.co.uk) as well which I'm happy to answer any questions about.

As Cherno said you can use a normal graphics program but if so I'd suggest a vector graphics app like CoralDraw or the free Inkscape.
