Old Glory makes very good Irish infantry in one of their Dark Ages ranges. You can still use them in the 13th century, Irish clothes didn't change much for centuries. Use Pictish cavalry, also from on of those OG Dark Ages ranges, for Irish cavalry – they are perfect. I think that OG Irish cavalry from War of the Roses range will work for Irish noble cavalry. WotR range Irish infantry is wearing style of clothing that evolved in 14th century, not good for your time. Galloglaich infantry from the WotR range should be OK for 13th century.

Any 13th cty European style infantry from any company will work for English in Ireland. Check Old Glory "Mongols in Europe" range for spearmen/swordsmen and crossbowmen. European knights from the same range as well as from "Richard the Lionheart" range will work for English knights. Avoid Eastern and Central European knights and infantry from "Mongols" range.

Curteys has an excellent range of 13th century Europe. Also check Mirliton Italian Militia range. Both of those will give you excellent English infantry of all kinds, armored and unarmored.

All of the above ranges should fit well with each other. Non of them are too small or too large.
