Right now I am using Byzantines as High Elves but does anyone know of an alternative?

Since you are in the USA, you might want to look at the Black Raven Foundry range by Old Glory 15/Battlehonors.
The High Elves do not have horse archers but the Wood Elves do. There are also Horse Archers of Styria.

But eureka miniatures are 18mm high? Their minis are wonderful, but i already have a 15mm chariot minis army, and i am not sure they can be mixed

I've never seen chariot minis mixed with Eureka, Blood Dawn or Black Raven (all of which run big). Maybe the 15mm UK would be a better fit or also Essex?

The Chariot Elf foot are large and mix with okay with Eureka Elf foot. The Eureka Elf mounted, however, are very large, more like 20mm.
