Specifically, I am looking for civilian types, I want to run a 28mm game involving protestors and rioters. The clix line was suggested to me, but the line is so large I don't even know where to start… any help with names of characters would be greatly appreciated.

They have photos of all the minis in each set. You'll have to look through them one set at a time, but you should be able to find some civilians, police and the like, especially if you also check the Horrorclix sets.

Some quick Heroclix lists since I had the time:

Infinity Challenge: Henchman (HYDRA and SHIELD guys possibly)
Xplosion: Paramedic, Con Artist, SWAT Officer, SWAT Specialist
Clobbering Time: SHIELD guys, Vampire Lackey
Arkham Asylum: Amanda Waller, Captain Gordon, Street Thug, Gotham Detective
Hypertime: Criminal, Gotham Policeman, Lackey, Metropolis SCU

Horrorclix has a ton of civilians, and only three releases, so they should be easier to go through. The above is not an exhaustive list, just what I stumbled across while looking for some figures of my own. ;)

It's alot to browse through, but I'd go to Troll and Toad and go through each of the various heroclix sets. While you do so, use their "wish list" function or just add anything that looks civie to your cart.

It will take a while, but there's a wealth of good stuff in there and the only way to find it is to look.

As others have said, T&T has many as do similar retailers. The list proditor provides are a good starting point for really useful figures. I have also purchased many unarmed civilians from the "Web of Spiderman" set.

One of the newer ones, Walter Kovacs, is holding a protestor's sign. Look for Peter Parker, Clark Kent, Con Artist. Many clix can be easily modified by removing a pistol and gluing on a sign or bare fist. There's quite a few that will work for you, the entire Clix range is huge.

I have about 100 clix for civvies in modern/dark future. I'd give more names but I am out of town for a couple weeks :(
