I wish to reduce some printed 25mm flags to 15mm scale – what percentage reduction would I need to tell my printer.

60% give or take (since 15 is 60% of 25.)

I find 62%-66% reduction works well for me but the conversion is dependent upon the size of the 15mm figure's flag staff. Some flag staffs have more 'workable' area than do others so the print reduction must be adjusted accordingly.

I'm in agreement with JonFreitag. Rather than just use a math formula (which are correct) I first use some blank paper flags to get a size that looks right and/or fits the staff and then compare that size to the size of the 25mm flag. I'm just saying the straight 25 to 15 conversion, which again was accurately provide, may noy "look" 100% (pun intended) right.
