I think most (beginning) sculptors choose the "scale" they use based on the minis (made by other people) they like and are familiar with. Eventually it becomes part of their "style", even if their results do not exactly emulate what they were influenced by.
Case in point, I've made my own 15mm armatures to be compatible in size with the early 1980's 15mm Minifigs that I have. From there, I can sculpt just about any human figure subject I can think of…. ;-)
