I have played this scenario a lot, in different genres, and it is a lot of fun. I think one of the most important things is having a backstory to the scenario. In an RPG, it is pretty easy to have actions inside the prison have long term effects; in a one-off game, I usually handle this with victory points. That aside, my personal fave is…

South east Asia Vietnam type, as per the "RECON" RPG rules, & possibly a transfer to some central African state.

Both regions you can easily imagine low level oposition to give the players a high body count, with a relatively low risk

60's 70's or 80's equipment we are all familiar with, fighting some vile junta or enemy of "freedom"

Funny. Fantasy is probably the genre in which I have played jailbreaks most frequently, but I have never played the classic "rescue the captive princess" scenario.
