Check on the interwar board over at Lead Adventure Forum. There is a Russian gentleman who is working on a very nice line of 28s.

I second Twinighams recommendation. Beside this you can use Russians from Copplestone and Brigade Games

I used late war Germans for Poles, did a head swap on a few.
Most any RCW figures will work for Soviets, I'm fond of Copplestone and Brigade.

This recent film on the conflict gives lots of ideas for units. I would love for Hinterland to make up some of the female soldiers. Some Polish units in Adrian helmets.
