It came down a lot over the past 8-9 months, then this month it's shot back up for some reason.

Looks like more demand than supply as is the case for price rises. I did a little browsing and it seems that production is down in Bolivia and has been in decline for about 20 years now. Maybe Australia can help fill the gap? Makes me wonder if Cornwall shouldn't be up and running again?
