Combat Storm is very basic:

..but is a good ruleset.

Pickup a copy of Big Games for Little Hands. I think its publised by the guys that do GASLIGHT. Lots of good info on getting kids into gaming. Its also comes with a light set of rules called Milk and Coookies Skirmish (rather than Beer and Pretzle skirmish)

I think Brigade carries it.

Second Big Games for Little Hands. John "Buck" Surdu is a great wargamer and fantastic author.

HG Wells' 'Little Wars' – if you can't obtain toy guns that fire projectiles, use NERF guns or a simple dice to hit, dice again to determine how many men fall over, mechanism.

My son and I play Little Wars style games using his Playmobil cannon that shoot plastic darts. Not much power but fine against plastic troops

shockforce/WarEngine is pretty easy to create stats for plastic army men. I did this a few years back for my 10 year old nephew and his friend – they had a blast and played for like 6 days straight.

You really NEED to look at the "Junior General" web site lots of free rules written by a teacher to take games into his school.

I use it with my children as young as 8 as old as me.

I'll second Junior General. Rules and paper miniatures in an instant. I have used triremes with 5th grade and also the American Revolution ideas. You can also print and let the kids color the soldiers and then take home their own armies.
