I actually mean the "Bell Bottoms, Navy Blues, and sailor hat type of sailors"…Think Gene Kelly and Donald O'Connor, …essentially, "sailors on shore leave"…

I was going to say Old Glory 15s does Russian Sailors. They're on shore leave of sorts, but they're all armed to the teeth! Nope, not at all what you're looking for. I can't think of anything even remotely close.

Peter Pig do British sailors caps in their 'separate head' range but you still have to find figures with the rest of the uniform.

Have a look on some radio control boat/model boat websites, they may have crew figures of a similar size.

Yes, they are 15s, and no that is not McArthur, just some senior petty ossifer or LTJG leading the patrol.

Eureka sells the minis. The guys with helmets are actually marines I painted in navy colors.
