11% of votes, but not necessarily 11% of voters. One would have to assume everyone who votes in polls only does so from a single account when it is certainly possible that one person could conceivably have several accounts to vote multiple times.

Democracy (as in mob rules) may be over-rated. Let the happy minority enjoy their board.

You don't like the board, don't read it.

It only takes 40 people (a minority) to get a board whether the majority wants it or not. As it should be. My only request is that the default be "off" so the poorly oppressed majority doesn't have to take the precious seconds to turn it off. Maybe Bill should supply cheese for those whines too.
