Sparker, do yourself a favour and
a) Google 'History'
b) read enough of it to understand the context and meaning of public declarations made by a diplomat of the Napoleonic era.
c) read some of the myriad other documents available on the 1815 campaign.
(Assuming you have a grasp of more than just native Anglish to accomplish this.)
