Maybe I'm looking in the wrong place, but I can't seem to find any on the Pendraken site.

So, does anyone make anything like that, a wingless dragon about 10-12mm tall?

Some of Dark Sword's dragons are appropriate for 10mm and are wingless. Under the mountain (linked above) has pics, comparisons, and ideas. He looks at it from the POV of having a first age Middle Earth Warmaster army for Morgoth, but it's appropriate to any 10mm dragon setting.

(BTW many dragons in Tolkien's mythos were wingless. Morgoth's brood of winged dragons were a surprise for the Elves, because they were used to non-flying dragons like Glaurung. The later flying kind included Smaug, of course, and also his very big brother Ancalagon the Black.)

I've found that the baby dragons from the D&D Minis line make good adults for 10mm. You might be able to find something there that will fit your needs.

The Star Wars minis game has the young Krayt Dragon that might fit what you want. It's prepainted, but easy enough to repaint if you don't like the look
