I'm trying to make a sheet of ice looking thing to cover a 40mm circular base any ideas how?

I've seen the clear plastic sheets used to cover ceiling flourescent lights used as ice. They have kind of a crackle effect that looks like a fractured ice sheet.

paint the base space wolf grey and drybrush that mixed with white until you finally hightlight it with white. Then paint it with a gloss finish and put some snow flock on it here and there.

Alternately do the first part and put a piece of clear plastic over it.

Make a sheet of plaster, and then crack it when it's dry, and glue it to the base.
You can achieve cracked ice effect by putting the right sort of filler on the base, and cracking it when it is almost dry, but it's trickier.

I would paint it with a light blue rather than a light bluish gray (like space wolf gray), at least for fantasy. I'd probably start painting it white, give it a wash of light blue, and then more white (thinned so as to not cover to too much in in one layer, and several layers).
