Is there an Arbites army/force list in either the Daemon hunter or the Witch hunter books?

No stand alone list. Arbites are a option in Stormtrooper Squads in the Witchhunter book, but they aren't going to be what you'd want them to be.

Check out Bell of Lost Souls for a fan made Arbites list.

As Tiberius says Arbites are usuable as downgraded Stormtroopers (replace hellgun with shotgun for free).

Shotguns are pretty pitiful in 5th 40K from what I can tell, since the rapidfire rules have changed. I guess the advantage is you can shoot and still assault… which I wouldn't really want to do with Arbites to be honest.

I'm really new to 5th (skipped an edition) so I may not know what I'm talking about… looking forward to reading the BoLS minidex.

I've also seen suggestions for using Codex: Space Marines to represent an Arbites force – Scouts with shotguns, Scouts with bolt pistols and close combat weapons, Scouts with sniper rifles, Scout bikers and Scouts on transport Land Speeders. If you combine that with Codex: Witch Hunters and use Inquisitors for higher-level characters, it should be do-able.

There's also a pretty good Arbites list group over at yahoo. They're book is pretty complete.

I haven't seen the new 5th edition Marine rules, but a Scout Force is probably the most accurate way to present a complete Arbites force.

There was a great chapter approved list for 3rd ed. in the Citadel Journal a while back, but I don't recall which issue. Whether it could be adjusted to 5th or not I haven't a clue, it's been a long time since I've played.

Thats actually what I ended up doing for my minis. Bought Cadian plastics and substituted Marine scout weapons. They fit very nicely with only minor tweaks. I'll try to post pics here once painted. I should have a complete platoon with some none GW vehicles.
