Just watched black dynamite and was thinking what skirmish rules has all those film factors in, like over the top abilites and perks etc..
Maybe " Astounding Tales rules " ?

There was a d20 RPG book out on the blaxploitation genre called Solid.

Checkout Reaper's Chronoscope and RAFM's Modern Day Heroe's line for some great minis that fit the genre.
