I second the Copplestone Future Wars line

Foundry has a few in their Street Violence range – Street Thugs and Backstreet Militia would probably work (avoiding, of course, the bikini-clad girls with AK-47s)

Some of the stuff for Dark Age is nice. I have a ten-pack from somewhere that fits the bill too, I'll check on where they came from later when I get back to the house.

Try the Dark Age Skarrd or some of the Forsaken. The Dark Age Games store seems to be down, but the minis are available from Cool Mini or Not and the Warstore. The Skarrd should offer some very tribal type of minis and the Forsaken have a number of troops with improvised weapons, but I am not as fond of some of their overly BROM looking outfits (guys in dresses . . . and puffy hats).

Shadowforge has some post-apoc scavengers in their sci-fi line. They fit well with the em4/Copplestone figures.

The game of Dark Age is based on Brom artwork unabashedly and with permission, so "overly" might be the wrong term.
