OK, so I'm done with my first batch of 15mm pirates and I have them based on 1/2" washers. One problem is that the hole in the washer shows through under some of the narrower fig bottoms.

Should I just ignore it and flock the bases normally, using glue and flock to cover the hole or should I stuff the hole with something first?

What's your opinion on flocking the bases – sand, grass, gravel (grey), wooden decking, ??? ? A combination (some pirates get grass, some get wooden decking, some get gravel, etc.)?

Fill the hole with some sort of putty. Paint the base a dull yellow with a hint of brown and you can call it deck or sand.

If the hole is small, the flock and glue will fill it nicely; if it is larger, you need to add some sort of putty. When I do this, I usually put a label on the bottom so the putty doesn't ooze out there (yeah, when I print labels, I save the ones that get messed up just for this sort of thing).
I did one ship's crew with sandy bases, and the other with sandy bases and patches of grass.

I put all my pirates on sandy bases. I like them. Here are a couple of photos to see if you do.

I find covering the holes with something other than glue/flock lessens the risk for it showing up later. Some people cover holes with paper/stickers and others putty. I use textured compound as it kills two birds with one stone. A small jar of Utrecht brand compound usually lasts me for 500+ 28mm miniatures. It works best with a small putty knife.

I've based my 28mm pirates with mostly sandy bases. Most of my figures have integral bases and some of those have very detailed bases which the sandy terrain fits.

However, I've got some 25mm round wood plank bases that I now plan on mounting most of my slotted based figures on.

ON BASING ON WASHERS:

Here is what I do. Before any figures are glued to the washers, I put the washers on stretchy vinyl electric tape. When I glue the figures to the washer, I use 2 part 5 minute epoxy adhesive. First, fill the hole with the adhesive, using a toothpick or craft stick, then put the figure in place. I can even cover the hole with torn card if the hole is a bit too big, and then glue the figure to the card.
Voila. Hole filled, and it is even and flat with the bottom of the base. Figure is attached.

I can even pick up a string of figures at one time and place them on my spray priming stand.
