You might be able to start with Tyrolian rebels from the Napoleonic ranges. For a later period you might want to remove some of the plumes. |

For the Balkans, various Turkish irregulars would be good. And if anybody makes 15mm Landsturm, they'd serve in more northerly climes. Maybe even Russian partisans. Clothing styles were a lot more static in rural areas than in the cities or the armed forces. |
