In 15mm Minifig/GFI has packs of the same guy mounted and dismounted.

Off the top of my head:

Pulp – selected characters from Brigade Games (not Brigade models.)

Western – Old Glory Cowboy Wars.

I am sure there are others.

I took a look at the Old Glory figures. Is it my imagination or are they smaller than Artizan?

In my experience the Artizan figures are a bit bigger than most. Most of the Foundry mounted Old West figures have matching dismounted figures in the same packs.

Foundry has a number of Old West collections that fit your requirement.

Foundry has a number of US cavalry packs and packs in their general Ride with the Devil line of Jayhawkers, Filibusters, and Bushwackers which come with mounted and foot variants of the same figure. However, unfortunately, Foundry doesn't have mounted versions of most of their really fine shootists, lawmen, townsfolk, etc. The West Wind Cowboy Wars figures that used to be affiliated with Old Glory have a number of really nice mounted and foot versions of the same figure, but I'm not sure if they're still available. The Cowboy Wars figures are a little larger than the Foundry figures, but I think they generally mix and match well, and I'm extremely picky about matching figure sizes. Both Foundry and West Wind match fairly well with the other Old Glory Western figures, including the Pershing's Expedition and Span Am war lines: even to the point that for variety, I sometimes have swapped horses between one line and the next without too much trouble.

Artizan's PER is great, makes good wrangler for LotOW cowboy posse. A friend accidentally bought duplicate Artizan cowboys, I've taken one set to convert into mounted versions at some point on cheap Foundry grovel-box horses…

Artizan do mounted & foot poses of their US cav though only foot poses for Buffalo soldiers. I wish he'd do mounted versions of more of his figures, the 2 'hired gun' packs would be a good place to start.

Foundry's packs include a couple of fighters serviceable as bandidoes, a mate & I bought both & split 'em i took the other 2 in each set who will serve for 1836 Texians one day, with weapon conversions
