Try GFI: link I have both Peter Pig and GFI (Minifigs). Both work great together. |

Grumpy figures from Eureka or LMI in UK are great gems of pirates. |

My buccaneer army is a mix of Grumpy and Peter Pig and they work well together. PP offers a great selection of corsairs, guns, personalities and civilians, and even has a very nice resin rowing boat with suitable crew figures. |

You can mix Grumpy, PP, Minifigs and Museum. |

I too prefer GFI-Minifis. Nice small packs and a great assortment. |

Museum miniatures also do some pirates. For enemies any Marlburian or League of Augsburg ranges should provide regular government figures. |

Also, for enemies, don't overlook Irregular, though admittedly their figures can be quite a bit larger than some of the other ranges but they do make Maori amongst other figures. Alas, you are too late for the now defunct London War Room. Second on Eureka, some nice additions available from them. But Peter Pig and Minifigs are your mainstays here. |

Minifigs also has a great barbary pirate range as well. |
