I suppose the first order of business would be to start modifying the various lighting gun and heatray carriages in your army, so they can fire up into the air, not just at the ground forces :) |

Brigade US make some excellent ACW era rocket troops. Pulp Figures makes US rocket troops, maybe post Victorian, and excellent German/Prussian Zeppelin troops. The Scheltrum flyers are excellent. |

I modified SuperFigs' Katyusha Rockets, with some brass wire and paintwork, into the ca. 1900 steam-powered US Army Screeching Eagles, complete with pneumatic dynamite guns. |
